ORGANIZATION MEETING, CITY COUNCIL
NORTHWOOD, NORTH DAKOTA
June 23, 2020
Mayor Gerald Uglem called the phone conference meeting to order at 5:30 PM. Present for roll call were the
following Council Members: Derrick Strand (5:34pm), Noelle Broeren, Sarah Ferguson, and Gordon Hall.
Member absent was Jake Beckel. Staff present: City Auditor Shelly Radke and Utility Clerk Gail Ducioame.
Newly elected City Officials present were: Aaron Bjerke, Dan Turner, Sarah Ferguson, and Noelle Broeren.
Also present was City Engineer AE2S representative Jim Olson.
Hall moved, seconded by Broeren to approve the remaining June claims. Motion carried.4/0.
The Newly elected City Officials, Dan Turner-Ward 3, Noelle Broeren-Ward 2, Sarah Ferguson-Ward 2, and
Aaron Bjerke-Ward 1, were sworn in and gave the Oath of Office.
Strand moved, seconded by Broeren to nominate Gordon Hall for position of President of Council. Motion to
cease nomination. Motion carried. 6/0.
Turner moved, seconded by Strand to nominate Sarah Ferguson for position of Vice President of Council.
Motion to cease nomination. Motion carried. 6/0.
Radke will obtain all contact information from Council members via email.
There was a discussion concerning the day and time for any upcoming regular City Council meetings. It was
decided to leave the regular City Council meeting at 7pm on the 2nd Monday of each month.
Strand moved, seconded by Hall to appoint Al Boucher to a 2-year term, until the next election, as the City
Judge. Motion carried. 6/0.
Hall moved, seconded by Broeren to re-appoint Shelly Radke as City Auditor. Motion carried. 6/0.
Bjerke moved, seconded by Ferguson to re-appoint Cassie Tostenson, Nilson Brand Law, as City Attorney.
Motion carried. 6/0.
Hall moved, seconded by Bjerke to re-appoint AE2S as the City Engineer. Motion carried. 5/0, Turner abstained
Broeren moved, seconded by Strand to re-appoint Amber Gudajites, Grand Forks County, as City Assessor.
Motion carried. 6/0.
Hall moved, seconded by Strand to re-appoint Brad Meland as the City Health Officer. Motion carried. 6/0.
Radke was direct to obtain information on the responsibilities of a Health Officer and submit at the next regular
City Council meeting.
There was a discussion concerning the date of a Special Council meeting to discuss the Preliminary 2021
budget. The date was set for Wednesday, July 1st at 6pm in person at the Community Center.
