SPECIAL COUNCIL MEETING
NORTHWOOD CITY COUNCIL
NORTHWOOD, NORTH DAKOTA
Wednesday, July 1, 2020
Mayor Gerald Uglem called the meeting to order at 6:03PM. Present for rollcall were the following Council
Members: Gordon Hall, Noelle Broeren, Aaron Bjerke, Dan Turner, and Sarah Ferguson (Via Phone at 6:08PM).
Member absent was Derrick Strand. Staff present: Auditor Shelly Radke, Utility Clerk Gail Ducioame,
Superintendent of Public Works Jim Gorres, Police Chief Mark Pollert.
Hall moved, seconded by Broeren to approve the revised Resolution of Sponsorship. Motion carried. 4/1-Turner abstained.
Bjerke moved, seconded by Turner to approve the 1st reading of the City Ordinance repealing and reenacting Chapter one, Article
1.0103 and 1.0301, to eliminate the ward system. Motion carried. 5/0.
Broeren moved, seconded by Ferguson to approve the Water and Sewer application submitted by Northwood Horizon Homes for
664 Parkway Lane East and the Water and Sewer applications submitted by Gulf Sand LLC for 665 Parkway Lane East. Motion
carried. 5/0.
Broeren moved, seconded by Hall to omit line item Highway Fund (201), Streets (4310), Construction (670) on the 2021
Preliminary budget and if able designate the $50,000.00 in that line item to the equipment fund (450). Motion carried 5/0. Radke
will reach out to Rotunda to obtain clarification on the process.
The City Council recommended to increase the Emergency Fund (400) Expenditure account for charges to $35,000.00 for the
2021 Preliminary budget.
The City Council recommended to increase the Equipment Fund (450) Expenditure account for charges to $50,000.00 for the
2021 Preliminary budget.
There was a discussion concerning the reservoir SCADA system upgrade cost that will be coming out of the Equipment Fund.
The funds received from East Central Water District for this project will be deposited into the Equipment Fund.
The City Council recommended to increase the General Fund (100) Tree planting and maintenance to $5,000.00 for the 2021
Preliminary budget.
The City Council recommended to omit line item General Fund (100), Police Department (4210) Repair Parts (425) of 2021
Preliminary budget and add the final appropriation figure into line item General Fund (100), Police Department (4210)
Maintenance and Repair (380).
The City Council recommended to omit the following line items from the 2021 Preliminary budget:
• General Fund (100), Fire Department (4220), Maintenance (490)
• General Fund (100), Community Center (4550), Telephone (356)
• General Fund (100), Community Center (4550), Community Center (373)
• Highway Fund (201), Street (4310), Electricity (351)
• Highway Fund (201), Street (4310), Telephone (356)
Radke addressed the members on questions concerning specific line items of the 2021 Preliminary budget.
Park Board utility information was submitted to the members per request of Auditing Committee Chair.
