SPECIAL COUNCIL MEETING
NORTHWOOD CITY COUNCIL
NORTHWOOD, NORTH DAKOTA
Thursday, June 11, 2020
Mayor Gerald Uglem called the phone conference meeting to order at 5:30 PM. Present for rollcall were the
following Council Members: Gordon Hall, Jake Beckel, Noelle Broeren, Derrick Strand, and Sarah Ferguson. Staff
present: Auditor Shelly Radke, Utility Clerk Gail Ducioame, Superintendent of Public Works Jim Gorres. Also
Present was City Engineer Jim Olson and Widseth Smith Nolting representatives Greg Broppre and Gail Leverson.
Ferguson moved, seconded by Broeren to disconnect utilities for those who violate the COVID-19 payment agreement, also
to disconnect residents if by June 15th
2020 individuals have not submitted a COVID-19 payment agreement with City Hall, and
as of June 16th the City of Northwood will resume normal policy and procedures concerning utility billing. Motion carried. 5/0.
Greg Broppre was given the floor. There was a discussion concerning the Street Feasibility Study.
Strand moved, seconded by Hall to file and approve the street feasibility study as presented. Motion carried 4/1. Beckel
abstained.
There was a discussion pertaining to the Street Feasibility Report. Which included the phases and approximated cost of the
project. Also discussed was possible funding options and the approximated cost of the monthly special assessment fee per lot.
Strand moved, seconded by Ferguson to file and approve the Storm Sewer Feasibility report as presented. Motion carried. 4/1.
Beckel abstained.
There was a discussion on the paving assessment report. No action was taken.
There was a discussion concerning an engineering contract. No action was taken.
Gail Leverson took the floor to discuss possible funding options and applications.
There was a discussion concerning a public meeting and possible locations of a public meeting.
There was a discussion on stimulus funds.
There was a discussion on the next 5 steps that needs to be taken to move forward with a City project.
