SPECIAL COUNCIL MEETING
NORTHWOOD CITY COUNCIL
NORTHWOOD, NORTH DAKOTA
Tuesday, February 25, 2020
Mayor Gerald Uglem called the meeting to order at 5:31 PM at Northwood City Hall. Present for rollcall
were the following Council Members: Gordon Hall, Derrick Strand, and Jake Beckel (Via Phone) .
Council members absent were: Sarah Ferguson and Noelle Broeren. Staff present: Auditor Shelly Radke,
Public Works Superintendent Jim Gorres, Greg Boppre and Dustin Fanfulik (Representatives of Widseth,
Smith, and Nolting).
Strand moved, by Hall to approve the remaining February claims. Motion carried. 3/0.
Strand moved, seconded by Hall to designate City Auditor, Shelly Radke as the National Flood Insurance
Program Coordinator/Flood Plain Administrator. Motion carried. 3/0.
Hall moved, seconded by Strand to approve and submit the application for participating in the National
Flood Insurance Program. Motion carried. 3/0.
Strand moved, seconded by Hall to approve the 1st reading of the Model “B” Floodplain Ordinance.
Motion carried. 3/0.
Hall moved, seconded by Strand to approve the Resolution of Intent for the National Flood Insurance
Program. Motion carried. 3/0.
Greg Boppre was given the floor. Boppre gave a introduction of Widseth, Smith, and Nolting (WSN) and
what services they provide.
There was a discussion pertaining to the strategic plan. Such as possible dates for reports and special
assessments.
There was a discussion concerning Intended Use Plan (IUP) questionnaire and the Project Priority List
(PPL) from the North Dakota Department of Environmental Quality (NDDEQ).
There was a discussion on a possible 4 phase approach to the Citywide street/sewer project.
Boppre offered Widseth, Smith, and Nolting assistance with the Public Hearings at no cost to the City.
There was a discussion concerning possible funding sources such as the North Dakota Department of
Health-Public Facility Authority (PFA), North Dakota Department of Emergency Services (NDDES)-
FEMA, Economic Development Administration (EDA), USDA Rural Development, and Community
Development Block Grant (CDBG).
Boppre offered Widseth, Smith, and Nolting assistance in completing the CDBG application at no cost to
the City.
Boppre recommends the City submit the CDBG application as well as the IUP questionnaire as soon as
the feasibility study is completed. Widseth, Smith, and Nolting are looking at May for the completion of
the feasibility study.
The floor was given to Dustin Fanfulik. Fanfulik discussed the citywide sewer lines and the streets. Also
discussed was the drainage and elevations throughout the city.
There was a discussion on possibly adding a few more lift stations in the City. Utility crossings and storm
sewers were discussed. Also discussed was the possibly of narrowing Main Street.
There was a discussion on possibly completing the sewer phase first. Letting the gravel set for a period of
time before starting the paving portion of the project. Boppre explains this will allow the city streets to
obtain the best compaction of the trenches.
Mayor Uglem asked if the City will own the feasibility study since Widseth, Smith, and Nolting are
completing the study at no cost to the City. Boppre explained any product given to the City is public
information.
